What it is
The golden thread is the requirement that the information needed to understand and manage a building's fire and structural safety is created, kept accurate, kept accessible, and passed on, from design, through construction, into occupation, and for as long as the building exists.
It came directly out of the Hackitt review's finding that when things went wrong, nobody could establish what had actually been built, why, or on whose authority. Not because the information never existed, but because it was scattered across organisations that had long since moved on.
The most common misunderstanding. The golden thread is not a piece of software, and it is not the O&M manual with a new name. It is a set of duties about the state of information: accurate, current, accessible to those who need it, and structured so it can be handed over intact. You can fail it with an expensive common data environment and pass it with something far simpler.
When it starts
At design. A golden thread strategy is part of the Gateway 2 application, which means it has to exist before construction begins; the Regulator wants to see how you will maintain it, not a promise to think about it later.
It then runs continuously: through construction with change control recording what actually got built, through Gateway 3 where it is handed to the accountable person, and through occupation where it must be kept current as the building changes.
What it contains
The scope is what a competent person would need to manage the building's fire and structural safety. In practice:
- The fire strategy and the fire strategy drawings, at the as-built revision.
- Design information: structural design, compartmentation, external wall construction, fire-resisting elements and their specifications.
- Product and system information: what was actually installed, with test and classification evidence (not the specification, the installation).
- Construction records: change control decisions, inspection and test records, fire stopping records, commissioning results.
- The residents' engagement strategy and evacuation strategy, including personal emergency evacuation arrangements.
- Maintenance and testing regimes for every fire safety system, and the records of them being carried out.
- The safety case report once occupied, and the evidence underneath it.
The four properties that actually get tested

Who holds it
It moves. During design and construction the duty sits with the dutyholders (client, principal designer, principal contractor), who each have to create and maintain their part and pass it on. At Gateway 3 it transfers to the accountable person, who holds it for the life of the building and must keep it current.
The transfer points are where golden threads break, and they break for an ordinary commercial reason: the party with the information has been paid and has moved on, and the party who needs it has not yet worked out what is missing. Handover of the golden thread is worth treating as a deliverable with acceptance criteria, not an administrative step.
Making it work in practice
- Decide the structure before you generate the information. Retrofitting structure onto 40,000 files is the single largest avoidable cost in this area.
- Make change control feed it automatically. If updating the golden thread is a separate task after a change is approved, it will drift. If it is part of approving the change, it will not.
- Record the reasoning, not just the outcome. "FR 60 minutes" is a fact. "FR 60 minutes because the building is 21 m to the top storey under ADB Table B2" is information somebody can act on in fifteen years when the building changes.
- Test it by asking it a question. Pick something specific: what is the fire resistance of the wall between the eighth-floor corridor and flat 803, and what evidence supports it? If nobody can answer in ten minutes, the thread is not working, whatever the platform says.
